Contact Dominion Virginia Power at 866-366-4357. Please make sure to have the address nearest the light available, along with the number on the light pole. 

We suggest you try to talk to the neighbor first about your concerns. The police department may not be willing to get involved unless there is an imminent threat to health or safety, but you can contact the Animal Control Department if the behavior continues. They may investigate, issue a fine and order the neighbor to address the issue.
